Public management discipline was established in 1974, whose predecessor is customs management department. Administrative management major was launched in 1997. Customs management major and humanities and social science department were combined as school of humanities and administration in 2001, which was later renamed as school of public administration in 2006. Master of administrative management conferral right was gained in 2003; in 2010 the first level Master's degree conferral point in public administration and MPA conferral point were got.

Public administration discipline orientation and object are laying basic discipline, strengthening customs management discipline, constantly cultivating new characteristics discipline, and has become “one of the public administration disciplines with the most characters”.

Public administration discipline integrates the internationalized tradition, relies on the foreign economy and trade superior resources to cultivate practical, internationalized, and inter-disciplinary management talents who know management services, and law, and international trade; a group of core teaching and scientific research teams working on government management, customs management, and other fields for more than 20 years are owned, city management innovation, foreign aid, government-business relationship management, risk prevention and labor employment, cultural creative industry, cultural enterprises’ “going out” and other research teams are gradually built, and the research potential is prominent and the strength is strong.

①  Customs management characters. Customs management major in this discipline is the first undergraduate program in mainland China, and UIBE is the only university that has both bachelor degree and master degree on this major so far (Shanghai Customs College started to recruit undergraduate students majoring in customs management since 2012). Customs management major is committed to promoting the communication of three fields, including General Administration of Customs, industrial circle, and academic community to provide customs management department policy consultancy, cadre training and other services.

Public administration discipline implements the cultivation conception of “being practical, internationalized, and inter-disciplinary”, carries out the talents cultivation strategy of “academic oriented” and “career-oriented”, enhances the recognition and influence of talents cultivation in this disciple. In 2015 the school of public administration cooperated with Beijing customs, and got the approval of “extramural talents cultivation base of Beijing institutions of higher learning”.

The graduates of public administration discipline mainly work in state organs, public institutions, financial institutions, foreign-funded enterprises, and so on, realizing the talents cultivation object of “being inter-disciplinary and internationalized”, making students have access to wide employment areas, and enjoy high employment rate, and generating positive brand effect and social influence.

Public administration discipline relies on and integrates with economics, law, politics, business administration, foreign languages and literatures and other preponderant disciplines, and talents cultivating sharing platform, relies on the solid discipline foundation of customs management and public administration discipline, gradually breeds the major of culture industry management (started postgraduates admission since 2009), education and economic management (started postgraduates admission since 2011), labor and social security (started postgraduates admission since 2012), and already shaped the “3+2” discipline frame with foreign administrative management as its core, and customs as its characters.

Public administration discipline has made prominent achievements in the development of international human resources high-end training program. Currently, public administration discipline has organized 13 sessions of foreign assistance training program with foreign customs officials as main bodies, and the total number is 1034; it has undertaken 32 advanced intensive English training classes targeted at business backbones from AQSIQ. English training class targeted at business backbones from AQSIQ and foreign customs training are the advantage program of EDP project of this discipline in China.
