The 2018 NASPAA-Batten Global Student Simulation Competition Asian Division was successfully held at the University of International Business and Economics

On March 3, 2018, the NASAPA-Batten Global Student Simulation Competition Asian Games was held at the University of International Business and Economics. This competition is the fourth student simulation contest organized by NASAPA. Its theme is “Emergency Crisis Management and Global Health and Safety”. The competition was conducted simultaneously in 16 competition areas around the world, attracting 550 students around the world. The School of Public Administration of the University of International Business and Economics obtained the right to undertake the Asian Division through competitive bidding and strict evaluation procedures. The Division is the largest of the 16 divisions worldwide this year.

At 8:00 am on March 3rd, Libo Fan, Dean of the School of Public Administration of the University of International Business and Economics, announced the beginning of the Asian Division and gave a welcome speech on behalf of the School. Qing Wang , the Teacher of the School of Public Administration, organized the competition in this Division as the Site Leader Coordinator. Chen Xu, the Technical Leader, provided technical support for the Division. Yuxiang Guo, the representative of NASPAA, Noah Myung, Director of the University of Virginia Leadership Simulation and Competition Center, and Chief Engineer Abhiraj Deshpande oberved the whole competition. Chin Kei Lee, chief medical officer of the World Health Organization, Jing Ma, director of the Center for Treatment and Care at the Chinese Center for Disease Control and Prevention, Yumei Chen, associate professor at the School of Public Administration and School of Emergency Management at Jinan University, and Qing Wang, a teacher at the School of Public Administration at the University of International Business and Economics, served as judges of the competition. The decision simulation software for the competition was developed and designed by the University of Virginia Leadership Simulation and Competition Center.

The participants in this division consist of 13 universities including Tsinghua University, Renmin University of China, University of International Business and Economics, China CDC Graduate School, Jinan University, Shanghai Jiaotong University, Shanghai University of Finance and Economics, Southwestern University of Finance and Economics, Third Military Medical University, Southwestern Medical University, Lee Kuan Yew School of Public Policy of National University of Singapore, Nanyang Technological University of Singapore, and Nazarbayev University of Kazakhstan. 58 students were divided into 12 groups, belonging to the three simulated worlds of WORLD1, WORLD2, and WORLD3. Each team consists of 4-5 students working teams, serving as different government officials such as the prime minister, minister of finance, minister of public health. The team uses decision simulation software to generate final plans to allocate budgets and implement policies based on the different phrase of epidemic, finally to respond to the epidemic and submit a policy memorandum. The results of the competition team combined the results of the competition generated by the decision simulation software, the team observation scores given by the judges, the memorandum of policy 1 and the group presentation to select the winners. It was finally won by the world WORLD3 C team and WORLD2 A team. Ilkin Bakhtiarov, a student of the University of International Business and Economics, performed outstandingly in the winning group and was highly praised by experts. The winning team's competition information will be reviewed by the global super-judge of the NASAPA-Batten Student Simulation Competition to participate in the global championship.

NEPAA competition this year focused on public health and safety, which is one of the hottest and most challenging topics in the world today. Since the beginning of the new century, the frequent occurrence of public health related epidemics, food safety and other public safety incidents required the establishment of inter-governmental and non-governmental cooperation mechanisms on a global scale and the provision and implementation of feasible policy measures.

The year of 2018 witnesses the 15th anniversary of the outbreak of SARS events in many countries and regions around the world, the Asian Division with the theme of Epidemic Crisis Management and Global Health and Safety successfully held at the University of International Business and Economics are of great significance in promoting scientific decision-making in public health sector and public management education.

NASPAA (Network of Schools of Public Policy Affairs and Administration) is the most authoritative certification organization in the field of public administration education in the United States and has now become a global alliance of public management institutions. The NASPAA Global Student Simulation Competition is held once a year in the world. The organization has established the Asian Division since 2017. The 2017 competition When the students of the School of Public Administration of the University of International Business and Economics have won the title was organized by the School of Public Administration of Tsinghua University. The 2018 competition was organized by the School of Public Administration of the University of International Business and Economics.

The NASPAA-Batten Global Student Simulation Competition is organized to provide a platform for students of public administration majors around the world to learn and explore. It also guides students to make full use of scientific decision-making simulation tools to probe effective solutions to public management issues and improve student’s skills of systemic thinking and critical thinking.
